David Moore, MBA/MCI/FOIC

Executive/Managing Partner

David is a retired Air Force Telecommunications Engineer with over 20 years of experience implementing telecommunication network designs around the world.  He comes with a strong background in leadership, field engineering and operational delivery. After his military retirement, David has serviced the technology industry in various commercial roles including directing and building telecommunication teams for government and commercial low voltage and fiber optic projects. David has managed projects ranging from $250K to over $5M. His passion for teaching, delivering and building technical infrastructure is clearly seen through his work and how his teams interact under his leadership.

Scott A. Coulter, MCI/CSS

Executive Director / Managing Partner

Scott Coulter is the founder of the APSi Workforce Development Program and Managing Partner of APSi.  He is a published author, recruiting executive and entrepreneur with over 20 years of success building businesses groups and training programs.  Scott also serves as the President of SoComm Integrated Solutions Inc., a technical underground construction company that installs utilities and communication networks.

Prior to developing APSi, Scott was a executive level Vice President and Board Member at Tech USA, a national staffing company in the government and commercial markets worldwide.  Scott's role was critical in leading the company from one office to over 20 operations nationwide.  Before embarking in the competitive world of recruiting, Scott spent 10 years in the U.S. Army serving during Operation Desert Shield and Storm while becoming a certified instructor.  Scott is educated in Business Management and Project Management from Colorado Technical University.
